1. Decision on taking business in private:

The Committee agreed to take items 4 and 5 in private.


2. Subordinate legislation:

The Committee considered the following negative instruments—

 (SSI 2025/78)

 (SSI 2025/81)

The Committee agreed to make no recommendations in relation to the instruments.




3. Scotland's train and bus services:

The Committee took evidence from—

Greig MacKay, Director for Scotland, Bus Users UK;

Islay Jackson MSYP, Deputy Convener of the Transport, Environment and Rural Affairs Committee, Scottish Youth Parliament;

Robert Samson, Senior Engagement Manager, Transport Focus;

and then from—

Stephen Smellie, Member of UNISON’s National Executive Council and Scottish Committee, UNISON Scotland;

Jackson Cullinane, Head of Unite Scotland’s Politics & Campaigns Unit, UNITE;

Gordon Martin, RMT Scotland Organiser, National Union of Rail, Maritime and Transport Workers (RMT);

Kevin Lindsay, District Organiser, Associated Society of Locomotive Engineers and Firemen.

Kevin Stewart declared that he is a member of UNISON.

Sarah Boyack declared that she is a member of UNISON.

 


4. Scotland's train and bus services (in private):

The Committee considered the evidence heard earlier in the meeting.


5. Planning and Infrastructure Bill (UK Parliament legislation) (in private):

The Committee considered its approach to a Legislative Consent Memorandum on the Planning and Infrastructure Bill and agreed to issue a targeted Call for Views and to invite the Cabinet Secretary to give evidence at a future meeting.
