The Committee was established in June 2021. It focuses on:

  • scrutinising the Scottish Government’s policies and progress towards meeting climate change targets across all government departments
  • transport
  • energy
  • net zero and circular economy
  • most environmental policy

Future business

The Committee’s main business in the near future will be consideration of the Land Reform (Scotland) Bill at Stage 2. Key dates for Stage 2 consideration are yet to be determined but will be posted in the Bill webpage and in future updates on this page. 

The Climate Change Committee is expected to provide its advice on carbon budgets to the Scottish Ministers on 21 May, with regulations setting Scotland’s 5-year carbon budgets following shortly afterwards. These regulations will be referred to the Committee for consideration. After this, the draft of Scotland’s next Climate Change Plan is expected to be laid in autumn 2025. The Committee will coordinate and lead multi-committee consideration of the draft during the 120-day period for Parliamentary scrutiny, with a  report to Parliament expected early in 2026. 

The Committee expects to use other remaining meeting time in the coming months, before dissolution in March 2026, to scrutinise current issues relating to transport, energy, environmental protection and regulation, and the circular economy and, where possible, to continue to have annual “check-in” with autonomous public bodies with regulatory roles in these areas. There is also a possibility of Members’ Bills being referred to the Committee.

Committee Remit
