To ask the Scottish Government what the role is of (a) college senior management teams, (b) college boards, (c) regional boards, (d) the Scottish Funding Council, (e) the Cabinet Secretary for Education and Skills and (f) the Minister for Higher and Further Education in signing off the pay and conditions package of college principals.

Colleges are responsible for their own operational decisions. College Principals’ pay and conditions packages are for individual colleges to determine. Whilst Public Sector Pay Policy does not apply directly to colleges, the Scottish Funding Council’s Financial Memorandum states that colleges must have regard to it. The Scottish Government expects colleges and their Boards to be mindful of Public Sector Pay Policy and demonstrate restraint when determining senior staff salaries.

To ask the Scottish Government what the pay and rewards package was for all college principals in each of the last five years.

The Scottish Government does not routinely collate pay and rewards package for college principals, however the information is publicly available through the colleges published accounts. The Scottish Funding Council, in its role, is responsible for monitoring Scotland's colleges financial accounts. To be clear, pay and rewards packages of College Principals are for individual colleges to determine.

To ask the Scottish Government what it is doing to help Glasgow Airport to secure the return of transatlantic flights.

To ask the Scottish Government what it is doing to assist Glasgow Airport in increasing passenger numbers.

The Scottish Government has always recognised the importance of Scotland’s international connectivity and we are committed to working with all Scotland’s airports to help grow international connectivity.

Our International Strategy, published earlier this year, makes reference to that commitment and our overall ambition is for Scotland to be at least as well connected as peer nations.

Transport Scotland, along with VisitScotland and Scottish Development International, works to help Scotland’s airports grow international connectivity and secure new routes that are essential for inbound tourism, business connectivity and the economy as a whole. This includes work to grow our connectivity to the US and Canada given the importance of these links for business, exports and tourism. That role is a complementary one with each airport competing on their own merits for new routes and capacity.

Representatives from the Scottish Government recently took part in the route development forum Routes Europe 2024, meeting with a number of airlines to discuss future opportunities and promote Scotland as a market that can sustain more direct connectivity. We also have regular engagement with airlines to discuss future opportunities to further develop Scotland’s connectivity to North America. These discussions are commercially sensitive and I am unable to share specific details.

To ask the Scottish Government whether it has plans to increase funding for the provision of palliative care of children, including to (a) ensure that (i) children’s community nursing teams are fully staffed and (ii) children’s hospices are sustainably funded and (b) create the post of specialist practitioner.

The Scottish Government is committed to ensuring the provision of high quality child palliative care, regardless of location, supported by sustainable funding of at least £7m per year through CHAS (Children’s Hospices Across Scotland).

We are working with NHS National Services Scotland (NSS), Health Boards and CHAS to improve the sustainability and oversight of funding for CHAS and to develop a long term sustainable funding model.

The Palliative Care Strategy Steering Group’s Children and Young People’s Working Group is developing new actions to address equity and continuity of access to paediatric palliative care, including the staffing models required to deliver this.

To ask the Scottish Government whether it will provide an update on what action it is taking to ensure equity of palliative care services for children.

One of the key aims of the Scottish Government’s new strategy on palliative care, which is currently being developed, is that children living with a life-shortening condition, anywhere in Scotland, will have equitable and timely access to the general and specialist palliative care services they may need.

The development of the strategy has been informed by representatives of palliative care for children and young people on the Strategy Steering Group. A Children and Young People’s Working Group, including experts in neonatal and paediatric palliative care, is developing new actions to address equity and continuity of access to paediatric palliative care across all places of care for babies, children and young people, including care around dying or transition to adult services.
