Local Government, Housing and Planning Committee [Draft]

Pre-Budget Scrutiny 2026-27

Meeting date: 23 September 2025

Evelyn Tweed

Good morning, panel. It is lovely to see you here today, and thanks for your answers so far. They have been helpful.

My question is on transformation. What does Unison think that the term means? I see you smiling already at that. I should say that, in evidence that we have taken from others, it is quite clear that it means different things to different people.

Do you both feel that the term has negative connotations instead of being seen as a way of being efficient, doing things well or doing things better?

Meeting date: 16 September 2025

Do you feel that highlighting examples of good practice can help local authorities that are struggling with some of those issues to bring themselves up?

Meeting date: 16 September 2025

Good morning, gentlemen. We do not normally have an all-male panel; it is quite unusual.

Andrew Burns, you talked about collaboration and whom local authorities are supposed to be working with in order to perform well. What changes have resulted from integrated joint services and community planning partnerships, and are we still seeing the same level of siloed budgeting?

Thanks, convener, and thanks to the witnesses for all your answers so far. I will direct my question to Dawn Roberts, because she made a comment earlier about ring fencing. Dawn, does the reduction in formal ring fencing over recent years help local authorities to address your local challenges?

National Good Food Nation Plan

So, that is very much under consideration.

I will direct this one to Malcolm Burr in the first instance. How would an agreed fiscal framework between the Scottish Government and COSLA help local authorities, and what is your understanding of the delay in agreeing a framework?

National Good Food Nation Plan

Meeting date: 9 September 2025

Evelyn Tweed

Good morning to the cabinet secretary and other witnesses. Thanks for your answers so far. Last week, witnesses noted that councils were at different stages of the good food nation journey, and said that no national record of progress was being made. Will the Scottish Government consider doing that?

Obviously, various councils are concerned about the timescales and about section 10, and local government elections are coming. Will there be any flexibility in the timescales?

Rural Affairs and Islands Committee

National Good Food Nation Plan

Meeting date: 3 September 2025

Thank you, convener—I know that these sessions are always pretty fluid.

We have managed to stay wholly away from this topic, which is amazing. I am interested in the witnesses’ views on leadership, scrutiny, accountability and the oversight of plans. Obviously, there is a new role for the Scottish Food Commission, so I will ask Dennis Overton what his view is on that. I am also interested in other witnesses’ views and expectations—sometimes it is nice to tease out the differences in those views.
