The Official Report is a written record of public meetings of the Parliament and committees.
The Official Report search offers lots of different ways to find the information you’re looking for. The search is used as a professional tool by researchers and third-party organisations. It is also used by members of the public who may have less parliamentary awareness. This means it needs to provide the ability to run complex searches, and the ability to browse reports or perform a simple keyword search.
The web version of the Official Report has three different views:
Depending on the kind of search you want to do, one of these views will be the best option. The default view is to show the report for each meeting of Parliament or a committee. For a simple keyword search, the results will be shown by item of business.
When you choose to search by a particular MSP, the results returned will show each spoken contribution in Parliament or a committee, ordered by date with the most recent contributions first. This will usually return a lot of results, but you can refine your search by keyword, date and/or by meeting (committee or Chamber business).
We’ve chosen to display the entirety of each MSP’s contribution in the search results. This is intended to reduce the number of times that users need to click into an actual report to get the information that they’re looking for, but in some cases it can lead to very short contributions (“Yes.”) or very long ones (Ministerial statements, for example.) We’ll keep this under review and get feedback from users on whether this approach best meets their needs.
There are two types of keyword search:
If you select an MSP’s name from the dropdown menu, and add a phrase in quotation marks to the keyword field, then the search will return only examples of when the MSP said those exact words. You can further refine this search by adding a date range or selecting a particular committee or Meeting of the Parliament.
It’s also possible to run basic Boolean searches. For example:
There are two ways of searching by date.
You can either use the Start date and End date options to run a search across a particular date range. For example, you may know that a particular subject was discussed at some point in the last few weeks and choose a date range to reflect that.
Alternatively, you can use one of the pre-defined date ranges under “Select a time period”. These are:
If you search by an individual session, the list of 成人快手 and committees will automatically update to show only the 成人快手 and committees which were current during that session. For example, if you select Session 1 you will be show a list of 成人快手 and committees from Session 1.
If you add a custom date range which crosses more than one session of Parliament, the lists of 成人快手 and committees will update to show the information that was current at that time.

In Aberdeen鈥攁lthough not in my constituency鈥擨 know that there is a listed building that cannot get anything done bar single glazing. Roger Curtis probably knows which building I mean. How do we manage that?

Good afternoon, cabinet secretary. In a previous evidence session, we heard from Keith Anderson, the chief executive officer of Scottish Power, who gave compelling evidence. He said:
鈥淭he more that we invest as a country in the future of wind ... and in solar power, the more we will bring down the cost of energy and the better and stronger we will make the energy source and security.鈥濃擺Official Report, Net Zero, Energy and Transport Committee, 26 April 2022; c 37.]
What plans does the Scottish Government have to increase offshore wind, and what role does it have to play in our transition to net zero? How does that issue relate to the current energy price crisis?

Are you saying that wind power is already the cheapest form of power?

My final question is about carbon capture. Could you provide an update on any discussions that you have had with the UK Government regarding the Scottish cluster of the carbon capture and storage project?

I thank the witnesses for their answers so far; they have covered a fair bit of what I was going to ask about. However, we have not yet touched on the fact that tenements and other older buildings leak heat, and that there will be huge technical challenges and legal barriers in respect of insulation and decarbonising heat for those types of properties.
What are the barriers to maximising fabric efficiency in older properties? I will come to Roger Curtis on historical properties, but first I ask Teresa Bray to talk about older properties in general. Are we restricted in moving forward by a need to retain the aesthetic appearance of such buildings? Should we be allowed to change that? I would be interested to hear your views on that.

I understand that, but in relation to the cost of living crisis, we have heard some hard-hitting stuff and some innovative ideas. Mark Ruskell said earlier that Scottish Power has suggested a deficit fund, where 拢1,000 is taken off the bills of the hardest-hit people, to be repaid over 10 years. Is that a good suggestion? What would be the practical implications of setting up such a fund to help those who are most in need?

There are multiple different potential strategies and options for minimising the impact of the energy crisis and the cost of living crisis. Some that you have mentioned have been put in place and some have been suggested by witnesses in this inquiry. Should energy be subsidised at the point of sale?

Will the measures that you have outlined be enough to ensure that the situation does not have a huge impact on achievement of the reduction goals that have been put in place? To balance out the position, will one aspect have to suffer rather than the other?

Earlier, Neil Lawrence said that consumers choose to self-disconnect, but I am afraid that I have to disagree鈥攖here is no choice when they get to that stage.
Households with pre-payment meters, which are normally our most vulnerable, pay more than households with direct debits. They pay a premium for their energy. We have touched on that in other committee evidence sessions. There is little to protect our most vulnerable in households with pre-payment meters. Are there any protection methods in the system? What more should be done to protect our most vulnerable? They are paying the highest tariffs.
