Building (Procedure) (Scotland) Amendment Regulations 2024

The Committee is looking at regulations which impact on new-build housing in Scotland.

The would require companies which build houses to submit an "energy and environmental design statement". This would have to be submitted together with an application for a building warrant.

The regulations would also require an "energy and environmental construction statement" to be submitted at the same time as a completion certificate.

Both new statements would have to show how the building design, and the completed building, meet building standards requirements relating to:

  • heating
  • ventilation
  • overheating risk
  • energy demand
  • building insulation envelope
  • heating system
  • insulation of pipes and ducts
  • artificial and display lighting
  • mechanical ventilation and air conditioning
  • commissioning building services
  • metering
  • statement of sustainability
  • electric vehicle charging

The new statements would need to be submitted from 31 March 2028.

Call for views (closed)

The Committee issued a call for views in order to learn more about what impact these new statements would have on house builders in Scotland and what benefits they might bring.

The call for views closed on Tuesday 14 January 2025.
