1. Work programme (In Private):

The Committee considered its work programme until the end of the session, noting that its capacity to carry out further inquiry work would depend, in particular, on whether it would be required to undertake Stage 2 consideration of the Assisted Dying for Terminally Ill Adults (Scotland) Bill and/or the Right to Addiction Recovery (Scotland) Bill.

Subject to these potential constraints on its future work programme, the Committee agreed:

  • prior to summer recess, to undertake scrutiny of Food Standards Scotland, the Mental Welfare Commission and the Care Inspectorate as well as topics including pandemic preparedness, child protection in football, and children's participation in physical activity;
  • to commission research into using Programme Budgeting and Marginal Analysis (PBMA) as part of its 2026-27 pre-budget scrutiny, and to focus on mental health spending as part of that scrutiny;
  • to undertake scrutiny of the Good Food Nation Draft National Plan once published;
  • to write to the Scottish Government seeking updates on policy implications for self-directed support of changes proposed during Stage 2 consideration of the National Care Service (Scotland) Bill (now renamed the Care Reform (Scotland) Bill); and on the regulation of Anaesthesia Associates and Physician Associates in Scotland; and
  • should capacity allow following summer recess, to undertake inquiries into Autism and ADHD pathways and support, and the role of Artificial Intelligence and technology in social care.
