1. Decision on taking business in private:

The Committee agreed to take items 5, 6, 7, 8 and 9 in private.


2. Instruments subject to affirmative procedure:

The Committee agreed that no points arose on the following—

3. Instruments subject to negative procedure:

The Committee agreed to bring to the attention of the Parliament the following—

4. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following—

 (SSI 2022/301 (c.17))
 (SSI 2022/305 (C.18))




5. Disabled Children and Young People (Transitions to Adulthood) (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1. The Committee agreed to write to the Member in Charge, Pam Duncan-Glancy MSP.


6. Northern Ireland Troubles (Legacy and Reconciliation) Bill (UK Parliament legislation) (in private):

The Committee considered the powers to make subordinate legislation conferred on UK Ministers and Scottish Ministers in devolved areas in the Northern Ireland Troubles (Legacy and Reconciliation) Bill (UK Parliament legislation). It agreed to write to the UK Government and to consider the Bill again at a future meeting.


7. Levelling-up and Regeneration Bill (UK Parliament legislation) (in private):

The Committee considered the response received from the UK Government on the delegated powers provisions in the Levelling-up and Regeneration Bill (UK Parliament legislation) and agreed to consider the Bill again at a future meeting.


8. Report on instruments considered by the Committee during 2021-22 (in private):

The Committee consider a draft report outlining the work of the Committee during the parliamentary year 2021-22 and agreed to publish the finalised report.


9. Moveable Transactions (Scotland) Bill (in private):

The Committee agreed the themes arising from evidence heard during its scrutiny of the Bill at Stage 1.
